  Lewis J. Allen
Chief Appraiser for Option One Mortgage Corporation

    Mr. Allen's career in real estate and mortgage banking has spanned over 25 years and includes Title Insurance, Appraisal, Underwriting, Marketing, Affordable Housing and product development. He is an educator and instructor, having taught and developed courses in Appraisal, Underwriting, Banking Regulations, Fraud and Real Estate. He is a Certified General Appraiser and USPAP Certified Instructor with the AQB. He has played a leading role in the development of automation techniques as they apply to the valuation process within mortgage banking. He is currently responsible for managing collateral risk and valuation processes as Chief Appraiser for Option One Mortgage Corporation.

With a focus on the integration of new technology with business policies and applications, he has been instrumental in the development and implementation of Automated Valuation Models (AVMs) for the mortgage process. He has been a pioneer in the deployment and understanding of AVMs in the collateral valuation function, which included the acceptance and adoption by major institutions, investors, secondary market, and Wall Street.

Most recent activities include the development of the first Collateral Risk Scoring system that merges credit criteria with collateral risk. This process provides an analysis on each individual loan to determine the best course of action and the corresponding risk parameters. It also reduces costs to the borrower, saves loan production time, and eliminates a considerable amount of fraud potential while making decisions in a more consistent manner.

  Jim Amorin
Vice president of Atrium Real Estate Services

    Jim Amorin, MAI, SRA is Vice president of Atrium Real Estate Services, a full service real estate appraisal and consulting firm located in Austin, Texas. Holds a state certification in Texas with previous certifications in Arizona, California, Massachusetts, Nevada, New Hampshire, and Virginia.

Has taught for the Appraisal Institute and various Boards of Realtors across the country. Recently developed two seminars for the Appraisal Institute that debuted in the summer 2005.

Graduated from the University of Texas @ Austin with degrees in Finance and in Real Estate & Urban Land Development. Active involvement in many organizations including the Appraisal Institute, the International Right of Way Association, and the CCIM Institute.

Richard Barefoot

Vice President of Valuation, Morgan Stanley


   

Richard Barefoot, MAI currently serves two roles for Morgan Stanley. He oversees the Conduit Valuation operations as well as the design and implementation of a web-based collateral valuation review system that crosses all business lines within the company. In his roles, Richard has developed and continues to manage staff throughout the US and Eastern Europe.

Richard’s key responsibilities are the oversight of Conduit collateral acquisitions, policy and procedure establishment, implementation of best practices and the training and development of valuation staff.

During his 22 years in the valuation industry, Richard has been the Principle owner of a fee appraisal firm, a Valuation Manager for Washington Mutual and has performed various duties for Morgan Stanley including Valuation Due Diligence Manager for Subprime, Alt-A and Prime acquisitions. Richard has also served on numerous committees for the Appraisal Institute.

  Barry Bates
President and CEO of InsideValuation, Inc.

   

Barry Bates is President and CEO of InsideValuation, Inc., performs residential property valuation due diligence for investment banks and other mortgage aggregators.  Recently InsideValuation has added a line of 6 products consisting of various streamlined commercial field valuations to serve small-balance commercial (SBC) mortgage originators, servicers and securitizers.   This latter activity will become InsideValuation’s core business.   A side product line includes collateral risk scoring and default modeling.

Bates is a well-known valuation expert in the mortgage arena for over 35 years, most recently serving as Property Valuation Manager for Morgan Stanley Mortgage Capital (Acquisitions for RMBS/ABS), in New York City and Boca Raton, Florida.   His prior positions include chief valuation manager positions with Commerce Security Bank, Sacramento; Wells Fargo REIG, Sacramento; Ameriquest Mortgage, Orange, CA; First American Real Estate Solutions, Anaheim; Hansen Quality Loan Services, San Diego; and Countrywide Securities, Calabasas, CA.

Barry has a degree in English Literature from Berkeley with minors in Slavic Languages and Criminology, and two years of graduate coursework under the auspices of the Appraisal Institute.  He is a licensed certified general appraiser in California and Nevada.  He is also a former Russian linguist with training at the Defense Language Institute in Monterey, CA and 11 years’ active and reserve service in Military Intelligence, Psychological Operations and in the US Army Security Agency (a military agency under the mission direction of the National Security Agency).

Before joining the appraisal industry, Mr. Blanchard was an E-Business Consultant to multiple Fortune 500 companies such as Thermadyne, Energizer, and certain Microsoft subsidiaries. Through such roles, he educated businesses on proper application of technology in order to optimize core business processes.

Mr. Blanchard earned a Bachelors Degree in Information Technology at Missouri Tech.

  Andrew Bough
Head of Collateral Risk with ING Direct USA

    Andrew Bough is the Head of Collateral Risk with ING Direct USA based in Los Angeles California. ING Direct, the countries largest direct Bank and 4th largest thrift, is headquartered in Wilmington, Delaware and has over 4.5 million customers. ING Direct is backed by ING, one of the world’s largest integrated financial services organizations located in over 160 countries with more than $800 billion in assets globally.

Andrew oversees all valuation activity at ING Direct. Key responsibilities include policy and procedure development and maintenance, identification of valuation innovations and best practices and the selection and management of 3rd party vendors. Andrew also develops training programs for all ING employees involved in the valuations process.

Andrew, born in London England is a Certified Residential appraiser with over 15 years of experience. He started his appraisal career as a fee appraiser and also has extensive experience in the U.K. real estate market. Prior to ING Direct, Andrew was a Vice President at First Federal Bank of Santa Monica CA, managing their appraisal department.

  Jeff Bradford  

Jeff Bradford has been a leader in the real estate appraisal industry for over 18 years. He is the founder and president of Bradford Technologies, the developer of ClickFORMS appraisal software.
For over 25 years, Mr. Bradford has been extensively involved with computer-aided analysis and information processing. Today, his focus is on developing new technologies and solutions that will significantly increase the quality and efficiency of the valuation process. Mr. Bradford is also heavily involved in bringing open standards to the appraisal industry and is co-chair of the MISMO Appraisal and Property XML standards workgroup.

Before founding Bradford Technologies, Mr. Bradford worked for companies such as Apple Computer and Structural Dynamics Research where he specialized in computer-aided engineering.

  William Brewster
Director of Anti-Fraud Initiatives, Fannie Mae

    Bill Brewster is Fannie Mae's Director of Anti-Fraud Initiatives. Bill’s unit in Dallas, Texas, is responsible for conducting Fannie Mae’s mortgage fraud investigations, analyzing and reporting mortgage fraud incidents, and cooperating with industry and law enforcement on anti-fraud efforts. These efforts include training, information-sharing and expert-witness testimony. Prior to taking this position in 2005, Bill was a Manager in Fannie Mae’s National Underwriting Center.

Before joining Fannie Mae in 1997, Bill was a Vice President at Columbia National, Inc. (CNI) and its predecessor PaineWebber Mortgage Finance, Inc. (PWMF) in Columbia, Maryland. Bill’s management responsibilities at CNI/PWMF included residential mortgage production support, regulatory compliance, quality assurance, credit policy and training. Prior to that, he was Assistant Director of Government Agency Relations at the Mortgage Bankers Association of America (MBA) in Washington, DC, where he specialized in underwriting, quality assurance, appraisal and residential production issues advocacy.

Before joining the MBA staff in 1987, Bill worked as a mortgage loan originator in the Baltimore/DC area, served as a Congressional aide in Washington, DC, and served four years of active duty with the U.S. Air Force. He is an associate member of the Association of Certified Fraud Examiners and holds BA and MA degrees from the State University of New York at Albany.

  Jeffery Brush  

Mr. Brush is a software architect specializing in the design and development of enterprise level B2B and E-Commerce systems. Mr. Brush has been involved with designing scalable component-based real estate frameworks utilizing open standards such as the Real Estate Transaction Standard (RETS) since 2002. Most recently he co-authored the next-generation of that standard, RETS2, designing an architecture using web services and open standards for interoperability across platforms and related industry standards. Mr. Brush is actively involved in continuing to design these extensible frameworks that allow business process management across multiple standards.

Mr. Brush has worked with local, state and national associations, as well as large retail institutions and top 10 consulting firms, architecting large-scale systems using service oriented design principles. His experience includes serving as the lead architect of a high-volume, high-availability E-Commerce system serving a national customer base for a major retailer. He has performed technical evaluations for major real estate vendors, including system, code and performance analysis.

Mr. Brush is a frequent contributor to RETS trimester meetings and has also represented RETS at related industry meetings and conferences. He is actively involved RETS research and development and also participates in the MISMO Valuation Services workgroup.

Prior to forming Ronin Technologies in 2006, Mr. Brush was the chief architect for the real estate practice group of a software services company. He has worked in information technology for 20 years, primarily as an architect.

Mr. Brush earned a Bachelors Degree from Kent State University, where he graduated Cum Laude.

  Pete Gillispie
U.S. Department of Housing and Urban Development, Federal Housing Administration

    Pete Gillispie has worked in the appraisal profession since 1980 and was a licensed real estate agent for 12 years.   Mr. Gillispie joined FHA in 2003 and is a senior appraiser with the Home Valuation Policy Division at HUD Headquarters in Washington, D.C.  He is responsible for development and implementation of real estate valuation policies for FHA single family programs. He serves as HUD’s representative to The Appraisal Foundation Advisory Council (TAFAC).  Prior to joining FHA, Mr. Gillispie served for four years as a staff appraiser with the U.S. Army Corps of Engineers, North Atlantic Division, and specialized in condemnation appraisals.  Mr. Gillispie has 18 years experience as an independent fee appraiser, 12 of which were spent with an appraisal consulting firm that specialized in the valuation of commercial properties and offered condemnation litigation consulting services.

    Alan Hummel, SRA, is Senior Vice President and Chief Appraiser for Forsythe Appraisals, LLC. As a key member of the executive management team, Alan is responsible for the development and implementation of appraiser training programs and quality control initiatives for 35 branch offices nationwide. He also serves as a primary industry resource to both clients and appraisers for a wide variety of real estate needs.

  Thomas J. Inserra
President, CEO & Board Member of Zaio

    Mr. Inserra was elected to the roles of President, CEO & Board Member of publicly traded Zaio Corporation on 7/1/2006, and was recruited by the Board to lead the company through what is expected to be a period of rapid national growth. He has an extensive background in the real estate valuation and lending industries including roles as National Chief Appraiser for the Federal Deposit Insurance Corporation (FDIC) and Resolution Trust Corporation (RTC) in Washington DC. The FDIC is a federal agency that insures and regulates banks in the United States and the RTC was established in 1989 by Congress to help resolve the $402 billion banking and S&L crisis. In those roles Mr. Inserra co-authored federal inter-agency appraisal regulations for all U.S. banks that remain in affect today, and was the only federal official to testify before the U.S. Congress in opposition to the appraisal de minimis legislation.

Mr. Inserra has also previously served as a Chief Appraiser with Citicorp (nation’s largest bank) based in Phoenix, Arizona, National Chief Appraiser with HFC in Chicago, and as Director of eCommerce and Financial Services with Accenture in Singapore, which required extensive travel throughout Asia providing consulting services to financial service corporations. Mr Inserra has an established track record of being recruited to small companies, successfully building management teams, technology solutions and other internal resources, acquiring the necessary capital, and then leading those companies through periods of rapid revenue growth. Prior to joining Zaio, Mr. Inserra was the founder of Pinnacle Peak Advisors, LLC and Pinnacle Peak Appraisal located in Scottsdale, Arizona. Mr. Inserra is a Certified General Appraiser, an SRA designated member of the Appraisal Institute, holds an MBA degree from the University of Phoenix, and a B.S. degree from Purdue University. As the Principle owner of AVMetrics, LLC Lee provides AVM testing, auditing, and Alternative Valuation implementation strategies for lenders responsible for system development and portfolio management. Lee is an authority on current AVM regulations and guidelines.

Prior to starting AVMetrics Lee Kennedy was part of the executive management team at American Reporting Company (ARC) tasked with the development of a “Start Up” regional settlement services company. Lee’s specific business line was the Alternative Valuation Products division. This division provided AVM Testing/Auditing services and also offered consulting services surrounding collateral valuation tools and product development.

Lee joined ARC after a successful career at Washington Mutual Bank. As Senior AVP Manager, Lee worked with AVM developers and public record vendors to develop automated valuation solutions and appraiser-assisted valuation productivity tools. Prior to this role Lee was a district level manager within the appraisal production group. He began his real estate career as an independent fee appraiser in the mid 1980’s. Prior to his real estate career Lee was a trained Nuclear Engineer.

Lee is a recognized industry expert in the testing and use of AVMs and has been a speaker, panelist or moderator at many industry events. In 2005 Lee was engaged to speak at the following conferences: Loan Performance Conference, Housing Finance Summit, Predictive Methodology Conference and the Appraisal Buzz Valuation 2005 Conferences in New Orleans and Las Vegas.

Lee is a certified residential property appraiser in California, a realtor, and a licensed construction contractor.

  Gerald Kifer
Supervisory Appraiser Department of Veterans Affairs VA Central Office Washington, DC

    In 1984 Mr. Kifer joined the (then) Veterans Administration as a Staff Appraiser with duties throughout the State of Ohio. He ultimately became the Assistant Chief of Construction and Valuation, for the VA Regional Office, Cleveland, Ohio. In 1990 he became a member of the VA Central Office Staff in Washington, DC performing duties in program oversight and automated systems development related to construction and valuation activities. In August 2002 he was appointed Supervisory Appraiser for The Department of Veterans Affairs Central Office, Washington, DC In this capacity he is responsible for a range of duties including: national policy development for construction and valuation issues; training development for nationwide program staff and program participants; and quality oversight of a current roster of approximately 5,600 fee appraisers on VA local panels. He is also responsible to interact with members of the appraisal and lending industries to ensure the Department remains in compliance with industry standards while assisting business in meeting veterans’ needs. He serves as the Department’s representative to the Appraisal Foundation Advisory Council (TAFAC).

    Rick Langdon is the National Appraisal Field Operation Manager for Wachovia Mortgage/Legacy World Savings, located in San Antonio, Texas. In October of 2006, World Savings/Golden West Financial Corp. underwent a merger with Wachovia Bank, the nation’s 4th largest bank. Rick has spent the last 25 years with the bank, beginning as a staff appraiser, and is now responsible for production, service, appraisal quality, training, and policies and procedures.

Under Rick’s guidance, Wachovia currently provides licensing and continuing education training for appraisers in 30 states throughout the country.  He has trained thousands of appraisers nationwide when he was the World Savings National Appraisal Training Manager and has been instrumental in the development of many innovative educational courses.

Rick is a General Certified Appraiser and has appraised in Colorado, Florida, California, and Texas and is a member of the IAC (The Industry Advisory Council.)

  Mark R. Linné
ValueScape

    Mark Linné has a varied background in all facets of valuation. He has been active in the development of adaptive valuation technologies including automated valuation models (AVMs), and was the founding member of the development team responsible for the creation of one of the nation’s first AVMs-ValueCheck-capable of instantaneously valuing over 750,000 residential properties along the Colorado Front Range. Mr. Linné has recently been part of the development effort for an interactive and transparent AVM marketed as STAT, for which he holds patent-pending technology. Mr. Linne was one of the original members of the International Association of Assessing Officials (IAAO) Ad-Hoc Committee on Computer-Assisted Appraisal, and has been active in AVM development, usage and standards. Mr. Linné has been very active in professional service to the appraisal field. He serves as Vice Chairman of the Appraisal Journal Review Board, and has been appointed to serve on numerous committees, workgroups and task forces for the Appraisal Institute. He presently serves the Institute as its representative to the Joint Industry Task Force on Automated Valuation Models (JITFAVM), where he chairs the Standards and Testing Work Group. He additionally serves the Appraisal Institute as one of the five team members for its AVM Committee, and has served as an international representative to other organizations and forums on behalf of the AI. In January 2006, Mr Linné was appointed by the AI Board of Directors to head their new Shared Interest Group on Technology and Appraisal Practice, for which he will develop a yearly Valuation Technology Conference. He has been invited to make presentations before every relevant educational or outreach venue, including the AVM Symposium, RealComm, IAAO Conference on Assessment Administration, Lincoln Institute of Land Policy, and numerous others. Mr. Linné has been active in both writing and lecturing, and has authored numerous articles on valuation modeling, statistical analysis, and the role of the valuation professional in the future, including those for The Appraisal Journal, Valuation Insights and Perspectives, AppraisalBuzz, Assessment Digest and the Colorado Real Estate Journal, and was the recipient of the Donehoo Award for best article on assessment. A Guide to Appraisal Valuation Modeling and Practical Applications in Appraisal Valuation Modeling, two textbooks co-authored by Mr. Linné, were both finalists for the prestigious Schmutz Award for best book on appraisal in 2003 and 2004. Mr Linné is the co-author of a forthcoming technical text on valuation and geographic information, entitled Visual Valuation, published by the Center for Valuation Economics. Mr. Linne is an instructor with the Appraisal Institute, the Lincoln Institute of Land Policy, and the International Association of Assessing Officers, among others. Mr. Linné is the only appraiser in the world to hold all of the major designations available to valuation professionals, including the Counselor designation from the Counselors of Real Estate (CRE); the MAI designation from the Appraisal Institute; the Certified Assessment Evaluator (CAE) designation from the International Association of Assessing Officers; and the Accredited Senior Appraiser (ASA) from the American Society of Appraisers. Mr. Linné received the honor of being named a Fellow of the Royal Institution of Chartered Surveyors (FRICS) in 2005, the highest honor afforded members of the world’s largest valuation organization, in recognition of his body of work and contribution to the field of valuation. Mr. Linné was nominated by Colorado Governor Bill Owens in 2000 to the Colorado State Board of Assessment Appeals, and was re-nominated in 2002 and confirmed by the Colorado Senate. Mr. Linné received his undergraduate degree in Business from the University of Colorado.

    Joined Fannie Mae in 2000 after an extensive background in the real estate appraisal field which began in 1978. During that time frame Bob’s work concentrated in residential valuation in a variety of functions including an officer of a savings and loan/bank, appraisal partnership, and sole proprietor.

Current areas of responsibility at Fannie Mae include collateral policy guidelines, collateral valuation strategy, automated valuation issues and special projects revolving around collateral issues from both a practical and policy perspective.

Ms. O’Brien is an information services professional specializing in the domains of real estate and financial services. A long-time advocate of open standards, Ms. O’Brien has been involved with the Real Estate Transaction Standard (RETS) since its inception in 1999. She developed the RETS compliance certification process and testing toolkit as well as several reference implementations and tools to aid adoption. Most recently she co-authored the next-generation of that standard, RETS2, a B2B view meant to encompass the entirety of the real estate sales lifecycle and interoperate with industry standards such as MISMO and OSCRE. Ms. O’Brien is actively involved in bridging technologies across related standards groups to benefit participants in the real estate transaction.

Ms. O’Brien has worked with local, state and national associations, as well as large regional brokerages and financial institutions, developing business integration solutions using service oriented architectures to leverage legacy applications. She has worked on B2B and B2C enterprise internet systems, compliance systems, and marketing systems. Her experience with compliance includes regulatory compliance in addition to standards compliance, working on systems that integrated with the FDIC, the OCC, and the Federal Reserve. She has developed marketing systems incorporating data mining techniques to produce predictive models using statistical analysis and advanced neural net techniques.

Ms. O’Brien is a frequent presenter at RETS trimester meetings and has also represented RETS with presentations to related industry meetings and conferences. She is active in most major RETS workgroups and also participates in the MISMO Valuation Services and Business Rules Exchange workgroups.

Prior to forming Ronin Technologies in 2006, Ms. O’Brien was the lead project manager for the real estate practice group of a software services company. She has worked in information services for 15 years, filling multiple roles on projects.

Ms. O’Brien earned a Bachelors Degree from Ohio Wesleyan University, where she graduated Summa Cum Laude and was inducted into Phi Beta Kappa.

    George Opelka is the vice president of sales and marketing for ACI, a division of ISO Claims Services, Inc. Mr. Opelka has more than 20 years of experience in the mortgage services industry. Prior to joining ACI in 1993, Mr. Opelka was active in the real estate information industry where he worked for California-based Damar Corporation and Market Data Center, two national real estate data providers.

Mr. Opelka attended the University of Alabama where he earned a Bachelor’s Degree. His personal ties to the valuation industry date back to his father, F. Gregory Opelka, former International President of the Society of Real Estate Appraisers (1980) who was also instrumental in developing the Uniform Residential Appraisal Report.

  Bill Rayburn

    Bill Rayburn has served as FNC’s CEO since the company began. A finance expert and visionary, Bill intimately understands how collateral underpins the mortgage industry and has a special talent for imparting that knowledge to others. Bill often speaks or sits on panels at major industry conferences and led a consulting firm specializing in seminars for bank regulatory agencies, financial institutions, and appraisal firms before founding FNC.

A former business professor at the University of Mississippi, Bill earned his Ph.D. in business finance, Chartered Financial Analyst designation, and Appraisal Institute MAI and SRA designations.

  John Ross
Vice President, Market Development & Strategy of Zaio

    Currently, John W. Ross is the Vice President for Market Development & Strategy at Zaio Corporation, provider of innovative appraiser-centered real estate valuation solutions. Mr. Ross moved from the Appraisal Institute to Zaio in February of this year, based on the potential that Zaio has to revolutionize the real estate transaction. The Zaio model will restore the appraiser to a lead role in the real estate transaction, and will help to control client pressure and mortgage fraud, while improving service to clients.

As Chief Executive Officer of the Appraisal Institute, the nation’s largest organization of professional real estate appraisers, Ross led the 18,000 member association since November 1997. During his tenure, the Appraisal Institute has initiated activities such as:

  • Development of national commercial and residential databases,
  • Redesign of the entire 25+ course designation curriculum program resulting in better market positioning and improved course development processes…and more profit from educational programs.
  • Challenging members to consider diversifying services and/or client bases with such innovative concepts as e-appraiser.net, the Center for Advanced Property Economics, AVM and statistically derived market analysis products, etc.
  • Establishing alliances with other professional real estate organizations, and
  • Forming partnerships with businesses — on Wall Street and on Main Street.

Before working for the Appraisal Institute, Ross gained extensive business and association management experience. For seven years, he was the Executive Vice President of the American Society of Farm Managers and Rural Appraisers (ASFMRA). From 1995 through 1997, he also served as the Executive Vice President of the American Society of Agricultural Consultants, which was managed under contract with the ASFMRA, and restored the association to liquidity while refocusing its organizational priorities and activities.

Prior to that, Ross managed a state association for cattlemen in California and served as a lobbyist for the National Cattlemen’s Association in Washington, D.C. He is active in the American Society of Association Executives and the Association Forum. Ross is an accomplished public speaker and has published many articles on association management and related topics.

A Montana native, he received a bachelor of science degree in agricultural economics from Michigan State University in 1978 and pursued graduate studies there focused on quantitative methods in economic analysis from 1980 to 1983.

  Carlton H. Segars
CEO and founder of FYI Seminars

    Carlton H. Segars, Jr., GRI, DREI, is the CEO and founder of FYI Seminars, a company that develops and delivers real estate education courses. He is both an appraisal instructor and an AQB-certified USPAP instructor. In addition, he is an adjunct faculty member at Midlands Technical College teaching all of the pre-license and continuing education appraisal classes as well as the home inspection pre-license classes.

Carlton is a certified residential appraiser (and CEO) at Segars & Associates, a full-service residential appraisal firm he founded more than 25 years ago. He is also currently serving his second, full term on the South Carolina Appraisers Board.

Another significant achievement is the fact that Carlton is one of only 110 Distinguished Real Estate Instructors (DREI) in the United States. At the DREI presentation ceremony, Review Committee members commented that Carlton “…brings excellent group exercises, topic delivery, and visual demonstrations to the classroom.” It was also noted that “…he knows his material and works very hard to make sure his students understand what is being presented.” His good sense of humor, engaging personality, and ability to handle questions well were also spotlighted.
